For Vietnamese Children First - Code: 778
Vietnam is the first nation in Asia and ranks the second in the world to have ratified the Convention on the Right of the Child. For the last 6 years, the Vietnam State has had good deeds for children, for example: founding "Sponsor Council for Vietnamese Children Fund" headed by Vice-President Nguyen Thi Binh. This fund has been used for some important charity programmes such as: operating for children who have defects of lips _ mouths in "For thousands of smiles" programme; granting scholarship for war invalids_, martyrs_ children _ good pupils; supporting for some free health-care centres for poor children; and treating blind children, helping crippled children, war victims in "For children_s vision" programme. Additionally, the State has paid attention to building outside entertainment parks, Children_s cultural palaces, schools for children in ethnic groups and poor _ remote areas.
In order to show the Party _ State_s concern for children, our future generation, Department General of Posts _ Telecommunications (DGPT) issues the stampset "For Vietnamese Children First" consisting of 2 values:

- The 1st: "Children going to school" presenting the studying right of the child - face value: 400 d.
- The 2nd: " Children playing in park" presenting the playing right of the child - face value: 5,000 d.
These values were designed to imitate 2 best paintings of Nguyen Tram (Hai phong) and Vu Thi Tuyet Nhung (Ha dong, Ha tay) in the 1997 painting contest "Children today is the world tomorrow" for Vietnamese children held by UNICEF.
