Narcotic addiction is a social evil, which is currently spreading to all countries in the world. Narcotics now becomes a social peril, which has bad effect on economic development, social security, traditional morality, family happiness and influences the human race and the existence of each nation, especially to the coming generations. Facing to these negative influences, Vietnamese Government has issued many decisions, instructions, resolutions on this issue. To mark International Day against Drugs 26.6.1999, the Prime Minister released the official document 1411/CP on a large mobilization of Narcotic addiction prevention.
Narcotic addiction prevention is a great concern of the whole society. Every people, family, organisation, union, and country as well has to take the responsibility for this prevention by all means: propanganda, mobilisation, education, administrative & law punishment.
To mark International Day against Drugs, Department General of Posts & Telecommunications (DGPT) issues the stampset "International Day against Drugs" with one value of 400d. The image on stamp is the panorama of society. On the right is the image of a small family, factory, high buildings and green rice field expressing the prosperity of the society surrounded by red edging. On the left is the image of an up-side-down opium flower, heroin cake and drug injection needle on black background. Between these images is a big hand pushing the black drug block out of the society. |
