   To celebrate 70th Founding Anniversary of Vietnam Communist Party (3/2/1930 - 3.2.2000), on 2.2.2000, Department General of Posts & Telecommunications (DGPT) issues the stampset "70th Founding Anniversary of Vietnam Communist Party (3/2/1930 - 3.2.2000)" with with the same denomination of 400d each.

   The stampset consists of 8 values presenting the portraits of Party Chairman - Ho Chi Minh and seven General Secretaries already passed away who have dedicated their whole lives to the great cause of Vietnam Communist Party & Revolution.

President Ho Chi Minh was born in Kim Lien village, Nam Dan district, Nghe An province on May 19th, 1890 and passed away in Hanoi on September 2nd, 1969. He is not only a pre-eminent revolutionary leader of Vietnam Communist Party & Nation, but also a world cultural famous personality. After passing away, he has left endless love and a sacred testament as a precious heritage for the whole Party, army & Vietnamese people.


The 8-1: President Ho Chi Minh- The founder of Vietnam Communist Party

He was born in Duc Pho district, Quang Ngai province (original place of birth: Tung Anh hamlet, Viet Ha village, Duc Tho district, Ha Tinh province) on May 1st, 1904; and passed away on September 6th, 1931. He was a revolutionary and a Party leader who made the 1st draft of Political Thesis of Indochinese Communist Party in 1930


The 8-2: Tran Phu - the 1st Party General Secretary (1930 -1931)

He was born in Dong Thong village, Thong Lang commune, Hung Nguyen district, Nghe An province (now Hung Thong commune, Nghe An province) in 1902. He was a revolutionary. In 1925, he was trained to become Party's loyal & excellent learner by President Ho.
He studied at Hoang Pho Military Academy (in China), Oriental College (in former USSR). In late 1934, he went, together with Nguyen Thi Minh Khai, Hoang Van Non, to Russia to participate in the 7th International Communist Congress.
In January 1936, in nomination of representative for International Communist Organisation and Indochinese Communist Party, he convened Central Committee Meeting in Thuong Hai (China). In late 1937, returning homeland, he was active in revolution in Sai Gon - Cho Lon and led nation-wide revolutionary movement. In 1938, he was arrested and sentenced for 10 months' imprisonment by French colonists. After terminating his prison term, he was put under house arrest in his village. However, he still continued active revolutionary affair, he was arrested second time and sent to Sai Gon prison and then sentenced to 5 years' imprisonment in Con Dao. There, he was tortured ruthlessly and passed away on September 6th, 1942.


The 8-3: Le Hong Phong - Party General Secretary (1935 -1936)

He was born in Kim Nac village, Cam Xuyen district, Ha Tinh province in 1902. He was a revolutionary teacher, a steadfast communist in anti - French resistance war. He was arrested and then sentenced to capital punishment, laying down on August 28th, 1941, together with Nguyen Van Cu, Phan Dang Luu, Nguyen Thi Minh Khai in Hoc Mon.


The 8-4: Ha Huy Tap - Party General Secretary (1936 -1938)

He was born in Cam giang village, Dong Nguyen commune, Tu Son district, Bac Ninh province on 9.7.1912. After Party's foundation (3.2.1930), he was elected the 1st Secretary in Hon Gai - Uong Bi special zone. He was a revolutionary teacher, a steadfast communist. He was arrested, sentenced in hard labour, sent to Con Dao by French colonistss and laying down on August 28th, 1941 in Hoc Mon (now belonging to Ho Chi Minh City).
At execution ground, he determined to tear eyed - black band and shout "Long live Indochinese Revolution" and then laid down at the age of 29.


The 8-5: Nguyen Van Cu - Party General Secretary (1938 -1941)

He was born in Hanh Thien village, Xuan Truong district, Nam dinh province on February 9th, 1907. He was a revolutionary politician & poet with the pen-name "Song Hong", in charge of editor-in-chief of "Liberation", "Liberation Flag" and "Communist Magazine". In late 1930, he was arrested by French colonists, sentenced for 12 years' imprisonment and sent to Son La. He wasn't released until late 1936.
After August Revolution's success, he was appointed to many Party's & State's important positions such as: Member of Party Central Committee, Member of Political Bureau, Party General Secretary, Chairman of National Assembly's Standing Committee.


The 8-6: Truong Chinh - Party General Secretary (1941 -1956 and 1986).

In 1981, he was elected Chairman of State Council, Chairman of National Defence Council of SRV, and Advisor of Party Central Committee. With his merit, he was awarded Gold-Star Medal and many other noble ones by Vietnam Party & State and friendly countries. On September 30th, 1988, he passed away in Hanoi, at the age of 81.
He was the author of:

- Marxism and Vietnam Cultural Issue Book
- Song Hong's poem volume and many other works and political essays.

He was born in Hau Kien village, Trieu Thanh commune, Trieu Phong district, Quang Tri province on April 7th, 1907. He was a revolutionary, member of Vietnam Revolutionary Youth Association (1928) & among the 1st members of Indochinese Communist Party (1930). In 1931, as a member of Bac Ky Regional Party Committee, he was arrested in Hai Phong, sentenced to 20 years' imprisonment in Hanoi, Son La, Con Dao by French colonists. In 1936, after being released to return to the land, he resumed his revolutionary affair in Central provinces. In 1937, he was elected as Secretary of Central Regional Party Committee.


The 8-7: Le Duan - Party General Secretary (1960 -1986).

In 1939, he was appointed to Party Central Standing Committee. He, in co-ordination with Nguyen Van Cu, held the 6th Congress of Party Central Executive Committee, making decicision on the foundation of Indochinese Anti-Empire Front. In 1940, he was arrested in Sai Gon, sentenced to 10 years' imprisonment and sent to Con Dao second time. He wasn't taken back Sai Gon to participate in leading Southern resistance war until August Revolution's success.
At the end of 1946, he was appointed to lead Southern resistance war, and then to be Secretary of Nam Ky Regional Party Committee and of Southern Party Central Bureau. After Geneva Agreement signed, he stayed in Sai Gon to lead revolutionary movement. In late 1957, coming to Hanoi, he was appointed to lead revolutionary movement together with President Ho Chi Minh. At the 3rd Congress of Vietnam Communist Party (1960), he was elected as the 1st Secretary of Party Central Executive Committee. He was a member of Political Bureau since 1976, and General Secretary of Vietnam Communist Party until his death (10.7.1986), at the age of 79. With his merit, he was awarded many noble medals including Gold-Star one and Lenin Prize by Party & State of Vietnam and other friendly countries.
He was the author of several theoretical works on revolutionary practice.

He was born in Giai Pham commune, My Van district, Hung Yen province on July 1st, 1915. In 1929, he joined the Vietnam Revolutionary Youth Association. In May, 1930, he was arrested, sentenced life imprisonment and sent to Con Dao by French colonists. In 1936, after being released, he returned to the land & continued leading revolutionary movement in Hai Phong and Hanoi. In 1939, he moved to Saigon, worked as a member of Municipal Party Executive Committee. In late 1939, he was authorised to reconstruct Trung Ky Regional Party Committee .


The 8-8: Nguyen Van Linh - Party General Secretary (1986 -1991).

In 1941, he was kept in Vinh city, sentenced to 5 years' imprisonment and sent to Con Dao second time. In 1945, he took an active part in the revolutionary movement in South western provinces. After that, he was sent to Sai Gon - Cho Lon to lead the resistance war, as a Secretary of Municipal Party Committee and then of Sai Gon - Gia Dinh Special Zone. He took part in Nam Ky Regional Party Committee and its Standing Committee in 1947 and 1949, respectively. Between 1957 and 1960, he was its acting secretary. In 1960, he was appointed to the Party Central Executive Committee. At the 3rd Congress of Vietnam Communist Party, he was elected as Secretary of South's Central Bureau. In 1976, he was Secretary of Ho Chi Minh City's Party Committee. In December, 1976, he was appointed to Party Central Executive Committee, Political Bureau, Central Secretariat Committee as Head of Central Department of Socilalist Renovation, Head of People Mobilisation Department of Central Front, Chairman of Vietnam Federation of Trade Unions. In 1980, he was authorised to monitor the implementation of Party Resolution in Southern provinces. In 1981, he was Secretary of Ho Chi Minh City's Party Committee. In March, 1982, he was re - elected to Party Central Executive Committee. In June, 1985, he was both the member of Party Central Executive Committee and Secretary of Ho Chi Minh City's Party Committee. In June, 1986, he was appointed to Party Central Secretariat Committee and to be its standing member. In December, 1986, he was elected as Party General Secretary. In 1987, he was Secretary of Central Military Party Committee, and member of the National Assembly's 8th term of office. Between 1991 and 1996, he was Advisor of Party Executive Committee.
He was a revolutionary who has dedicated his whole life to the revolutionary cause of Vietnamese Party & People. He passed away in Ho Chi Minh City on April 17th, 1998 at the age of 83.

     The stampset presents potraits of Party Chairman Ho Chi Minh and seven General Secretaries together with years of birth & death, their Party office-term. On the background is the image of Party and National flags stylised with the numbers of 70 & 1930 - 2000 (representing the period of 70 years' Party foundation) and the title "70th Founding Anniversary of Vietnam Communist Party - 3.2.1930 - 3.2.2000".

     The portraits of Party Chairman anf General Secretary were designed sophisticatedly, carefully, correctly. Each has his own appearance, but all show their intelligence, revolutionary spirit, steadfast will, bright revolutionary morality for Party's revolutionary cause, national independence and whole-country's happiness.
